Halifax Jumper Dress

 I am currently knitting the neck - high jumper dress from the Halifax pattern shown in Magazine 46, i have started with the back piece and have already encountered a problem (oh joy). The pattern reads as follows:

 

Keeping patt correct,

dec 1 st at each end of next row and 5 foll 6th rows. 70(78:86) sts.

Cont straight until back measures 36(37:38)cm, ending with RS facing for next row. 

 

Does this mean the whole back is to measure 36(37:38)cm or just the piece after the decreasing?

 

I only ask because the armwholes in the picture look rather low but im not sure which is right. Please help.
